"Operators Need to Obtain LOA When Buying RVSM-Compliant Aircraft", this is located on page 112 under FlightWatch. The NBAA recently posted the note that anyone buying a RVSM-Compliant will still need to get their own LOA. We at RVSMConsultants have been saying this for a long time and it's good to see it publically posted in the NBAA and BCA.

Per Eurocontrol Mode S is effective in Europe. As of March 31 you need at least Elementary Mode S (ELS) in Belgium, Luxembourg, the Netherlands, and Switzerland. On that date you will need Enhanced Surveillance (EHS) in France, Germany and the United Kingdom. Let’s review, A = code, C = altitude, S = N number, ELS = some of the ADC parameters, and Enhanced (EHS) = ADC plus FMS info. You might contact your favorite avionics installer for the appropriate transponder upgrade.
